The Water Efficiency Labelling and Standards (WELS) scheme completed its third five-year statutory review in July 2021. The independent review was conducted by Allen + Clarke Consulting.
The review examined the WELS scheme’s appropriateness and relevance across three themes:
- Design
- Effectiveness
- Efficiency and cost
The independent review also considered the design, efficiency and effectiveness of the WELS Intergovernmental Agreement (IGA).
The review found that the WELS scheme continues to add value by achieving its legislative objectives. It also provides a range of recommendations to further enhance and improve the scheme.
The reviewer consulted widely in the development of their report. Written submissions remained confidential with the reviewers.

The WELS Regulator, together with state and territory governments reviewed the findings of the report and agreed to the WELS Regulator responding on behalf of all governments to the recommendations, and to the forward work program for the WELS Regulator set out in the WELS Strategic Plan 2022-25.
