A five yearly statutory review of the
WELS scheme and its associated legislation was brought forward to begin in late 2014. The review examined the effectiveness and appropriateness of the scheme in delivering the objectives of the
WELS Act, as well as further opportunities to streamline requirements and reduce red-tape for stakeholders.
Second independent review of the
The second independent review of the
WELS scheme was completed in June 2015 and tabled in Parliament on 19 August 2015. A joint government response to the review will be developed in the coming months and will take into account the review findings.
WELS Scheme 2016-2019 Strategic Plan
The Water Efficiency Labelling and Standards Scheme 2016-2019 strategic plan has been agreed by the Australian and state and territory governments. The strategic plan identifies the strategies and actions that will be taken to deliver on the objectives of the
Water Efficiency Labelling and Standards Act 2005 and the agreed recommendations of the second independent review of the operation of the WELS Scheme.

The Parliamentary Secretary for the Environment Senator Simon Birmingham has appointed Mr Tom Mollenkopf, an independent consultant, to lead the review. Mr Mollenkopf brings a wealth of experience on water related matters at the international, national and state levels, including in the areas of urban water management, water utilities and the broader water industry. Mr Mollenkopf will be supported by Aither consulting.
WELS Advisory Group has also been reconstituted for the duration of the review in order to provide a dedicated stakeholder group to advise the Reviewer.

In December 2014, the Review Team invited submissions on the 2015
WELS Discussion Paper.
Submissions closed on 6 February 2015. The Review Team would like to thank all those who provided submissions to the Discussion Paper. Submissions received will be used to better inform considerations made by the Independent Reviewer and the Review's findings, recommendations and general reporting.
